A better one is the gibbed save editor but they're two different types of beast.I am using the 2.3.1 Version of WillowTree and my problem is, that the changes I am doing to my save files (for example creating new weapons with the GearCalc) are not getting applied, even though the program is telling me, that they got successfully applied.
